During the discussion on the Governor's address on the last day of the first session of the Seventeenth Bihar Legislative Assembly, Leader of Opposition Tejashwi Prasad Yadav's personal remarks on Chief Minister Nitish Kumar created a ruckus in the House.

Janata Dal United (JDU) MLA and former Parliamentary Affairs Minister Shravan Kumar moved the vote of thanks on the Governor's address to the assembly and was approved by Bharatiya Janata Party (BJP) MLA Rana Randhir Singh. After the statements of both the leaders, when the Leader of Opposition Tejashwi Yadav got a chance to speak, he launched several personal attacks against Chief Minister Nitish Kumar. At the same time, the Chief Minister, listening to the matter seriously, also laughed at the language of the Leader of Opposition.

On the other hand JDU and BJP members raised strong objections to this. There was also a heated argument between the members of the opposition and the opposition. On this, the Speaker of the House Vijay Kumar Sinha urged the Leader of the Opposition to use restrained language and discuss development instead of personal matters, but Mr. Yadav did not agree and continued to attack privately. Annoyed by the ruckus from the ruling party, Mr. Yadav said with a warning tone, "If you do this, we will let the House run, will not allow anyone to speak."

The Speaker of the House Shri Sinha directed to remove personal remarks and unparliamentary words made against the Chief Minister from the proceedings. Only after this did the members of the ruling party calm down and then the speech of the leader of the opposition began. Postponing the proceedings of the House till two o'clock due to the time of lunch break, the Speaker said that when the proceedings of the House resumed, the Leader of Opposition would continue his speech.

Earlier, as soon as the proceedings of the meeting started at 11 am, members of the RJD, Congress, Communist Party of India Marxist Leninist (CPI Male), Marxist Communist Party (CPI) and Communist Party of India (CPI) sloganeering to demand the withdrawal of the agricultural bill. While doing it, they came in the middle of the house. However, on the request of the Speaker, the members of the opposition returned to their respective seats only after some time.
